THE DEED OF FOUNDATION OF SULTAN OSMAN THE THIRD, ITS EMBELLISHMENTS, BINDING
ITS PLACE IN TURKISH CULTURE
Culture is the common inheritance of humankind. To protect the elements of culture and to transfer them to the next generations is a sacred duty of all of us. Political chaos that has been continuing in the Middle East since hundred year is the struggle of politicians for leadership. During Ottoman Era, the Middle East was living in peace, and wealth gained in Anatolia was being transferred to the Balkans and the Middle East via the foundations and used for improvement and development. That is, even though Ottoman was an Empire like Rome and England she saw not a colonialist.
We are sad to see that foreign forces that want to change the political map of the Middle East and take control of oil resources started to work again same as they did in the first years of 1900ï¿½s. War separates people and peach unifies them. Even though these facts, we are obliged to maintain the culture of waqf ( foundation) that were founded for will of God and affection for people and in this way prevent social encounters, ensure people love each other and various ethnic groups and tribes live in peace and cultural inheritance is transferred to next generations. People should live in peace and harmony and various cultures should be the means to achieve this aim. In this context, I express my gratitude to organisers of the Congress, especially Princess Dr. Wijdan Ali and the members of the committee and the members of Jordan University.
Deeds of Waqfs which have an important place in Turkish culture and civilisation are significant historical elements that provide information about culture, civilisation, economics and local administration of the period when they were written.
The deed of waqfs numbered K.49 that is in the Prime Ministry, General Directorate of Foundation of Pious, Archives of Foundation Pious Records demonstrates the art of binding and embellishments that were applied in the past. Also, since it was made in the Palace, it also reflects the status and art approach of the Palace binding and embellishments workshop on that date.
Sultan Osman the Third who was the 27th Ottoman Sultan was son of Sultan Mustafa the Second and his wife Mother Sultan Sehsuvar. He acceded to the throne on December 13, 1754 when he was 55 years old and became paralysed and died on October 30, 1757. He remained as padishah of the Ottoman Empire for 2 years 11 months and was buried in Mother Sultan Hatice Turhan Tomb at Istanbul Mosque. Osman the Third established Nur-u Osmaniye Kulliye [complex of buildings adjacent to a mosque] that bears his name and that is Barok still continuing its activities. He also prepared its deed of foundation and put it into service of humankind.
Architect of Nur-u Osmaniye Complex is Mustafa Aga, his asistan Simeon Efendi. Complex is Begining with Sultan I. Mahmud, 19 January 1749; to complete is Sultan III. Osman, 05 December 1755.
The deed of wakf that is in 205x337 mm dimension and named Gurre-i sehr-i Rebiulevvel li tisï¿½a ve sittine mieteyn ve elf. Min Hicret-i men lehul izzi ve seref (December 05, 1755) has a classical binding and a tuck, includes 62 pages each one having 11 lines. The work is written on tine sized paper and the papers have watermarks.
The binding is in classical style and there is a decorative figure in 200x90 mm in the frame constituting eight thin gilding lines. This figure includes Chinese Cloud and Dragon Motif that are symbols of eternal life. Again there is dragon motif on interior and side cartridges. There are two 15 mm points at top and there are four of them at sides. Ribbons are 5 mm wide.
The binding can be compared with binding of the deed of wakf (foundation ) of Sultan Mehmet the Conqueror dated 1468. However, puckered material are deeper and calligraphy is thicker. There are similarities between this deed of foundation and the deed of foundation of Sultan Hurrem wife of Sultan Suleyman the Magnificent dated 1540 in Museum of Turkish Islam Works (no: 2191), Suleyman-Name dated 1557 in Topkapi Palace Museum, Treasury Library (no: 1517) and Nasihatname (16th century) in Topkapi Palace Museum, Revan Library.
Binding of the deed of foundation of Prince Mehmed dated 1548 is plain, binding of the deed of (foundation) waqf of Sultan Suleyman the Magnificent is covered with gilding and decorative figures disappeared and in a way it is imitated in the work named Bidayetuï¿½l Mubdedi that is written 150 years later. During Murad the Third Era, plainness again became important, during Mahmud the First Era there was uncertainty and during Mustafa the Third Era the old styles began to be applied again. The deed of foundation of Selim the Third and the deed of foundation of Safranbolulu Izzet Mehmed Pasha have an European Baroque-Rococo style. The styles of both era have been tried at four deeds of foundation of Sultan Mahmud the Second and west influence was dominant during Beyhan Sultan, Shah Sultan Abdulhamit the Second.
Inside of the decorative figure on the interior part of the binding is empty and there are silvering around it and on sides of the papers. Its tuck is 102 mm wide. In general the main diagram on the front face is exactly repeated.
The deed of foundation was certified by Inspector, Durrizade Mustafa Efendi; Rumelia Chief Military Judge Cadi Ahmed bin Ebubekr bin Ahmed; Anatolian Chief Military Judge Cadi Veliyuddin; Inspector of Evkaf-ï¿½ Haremeyn el Hac Ibrahim Hanif in the capital.
The first page is in 124x287 mm dimension and it is framed. The part that has embellishments is 135 mm thick. Gilding and dark blue are dominant. Hatai and Rumi [styles of ornamentation] were in gliding, pink, reddish orange on dark blue ground and white, green and red on gilding ground.
General structure belongs to the classical era and it was also used for the deeds of foundations of Sultan Mehmed the Conqueror, Sultan Suleyman the Magnificent (Water foundation), Prince Mehmed, Yemen Conqueror Gazi Sinan Pasha. Style of the deed of foundation of Sultan Bayazid more resembles the styles in Seljuk and Beylik [region ruled over by a ruler] Era.
Same as the deeds of foundations of the other padishahs the text of the work begins with three lines written by the padishah and stating that ï¿½I devoted the property stated in this book for Godï¿½s will. Whoever changes the rules set forth in this deed of foundation shall be punished with torment by Godï¿½. After this text the deed of foundation begins with besmele [prayer written or told before beginning a work] and includes the following seven lines:
Deed of foundation; In presence of Darï¿½ssada Agasi [chief black eunuch of the Sultanï¿½s palace] Haci Ahmed Aga, Evkaf-i Haremeyn Accountant Dervish Mustafa Efendi ibni Mustafa Aga as counsel for Sultan Osman, son of Sultan Mustafa prepared and wrote the deed of foundation.
The deed of foundation belongs to Istanbul Nur-u Osmaniye Kulliye and includes mosque, medresse [Muslim theological school], library, imarethane [kitchen where free food is provided to the poor], sebil [free distribution of water] and cesme [spring of water]. Also Friday preacher at Istanbul Yayla Mosque shall be appointed by the people in charge at the Mosque at Istanbul Uskudar Ihsaniye Quarter.
21 masura [a measure of water] was brought to kulliye from Ferhat Pasha Farm outside of Edirnekapi and connected to sadirvans [reservoir with faucets at the sides for ablutions] and cesmes.
Expenses of the foundation and fees of the people in charge will be paid by the revenues obtained from the following assets devoted: shops at Eyup Defterdar Quay, boathouse, villas, shops at Besiktas, land at Badlu, Samako, Yanca, Florine Districts tied to Sofya, revenue of Sabanvirani, Kavvirani, Karaagac, Incek, Tozakli and Kenci tied to Usak, revenues of Gediz and Simav counties tied to Kutahya and revenues of Vardos county of Mora Sea, Feleke Karyesi, Vechi Sahrasï¿½, Buyuk Sehir Farm (Kebir Farm), Zarkas Farm, Besri Farm, Lendi Farm at Lendi Karye, Mora Peninsula, Dimhane, Kose, Prasko Farms and some other lands.
It was especially stated in the deed of foundation that Coast Palace belonging to Grand Viziers would be leased for 500 kurus [monetary unit]. Provisions of the deed of foundation set forth that the following daily fees would be paid to the muderrises [instructor giving courses at mosque and medresse] and hodjas [Muslim teacher] working in the kulliye.

80 akce per day for Friday preach,
30 akce to daily preacher,
Again 30 akce per day to 5th preacher,
30 akce per day to tefsirci muderris [instructor explaining the meaning of Koran-commentator],
30 akce per day to Seyhulkurra [chief preacher reading Koran in the correct way],
30 akce per day to hadis muderris [instructor explaining meaning of record of a saying or action of the Prophet Mohammad- commentator] who will give lecture two days per week,
30 akce per day to fikih [Islamic law- commentator] muderris who will give lecture two days per week,
20 akce per day to Feraiz [inheritance law- commentator] muderris who will give lecture two days per week,
20 akce per day to librarian,
50 akce per day to the first imam and additionally 15 akce mihrabiye fee and lodging will be allocated,
50+15 akce to the second and third imams,
10 akce per day to the first Naat-i Serifhan [reading poets praising Prophet],
6 akce per day to the second Naat-i Serifhan,
10 akce Per day to Muarrife [who informs times of namaz (ritual worship)],
8 akce per day to the preacher reading Yasin-i Serif at Muezzin Mahfilin,
5 akce per day to the preacher reading Fatiha for five times every day,
5 akce per day to the person reading Asr Sure,
3 akce per day to the people reading Tebareke on Fridays,
20 akce per day to the Muvakkite [who calculates times of namaz], 5 akce if he has clock,
5 akce per day to the preacher reading Koran,
5 akce per day to the Buhurdana,
10 akce per day to Mucellit and muzehhibe,
6 akce per day to reading Muhammediye,
15 akce per day to each one of the nine people that have good voice and read Ecza-i Serife [sections of Koran] and Sahih-i Buhari [verifying sayings of Prophet] and 20 akce per day to their head,

Also, the fees that are paid to imaret [kitchen provides free food for the poor], suyolcu [who repairs water lines] and other people have been determined (2 pages)
Increase of the fees evidences the inflation at that date.
61th and 62th pages at the end of the deed of foundation have tables and includes statements of the witnesses.

Mï¿½ï¿½temilï¿½tï¿½ olan imï¿½ret ise 15 gï¿½n sonra 19 Aralï¿½k 1755 Cuma gï¿½nï¿½ hizmete girmiï¿½tir.
